最低工資增至37.5元 7.5萬人加薪 1450公司恐轉虧 集中清潔零售保安

行政長官會同行政會議接納最低工資委員會的建議,把法定最低工資水平由每小時34.5元增至37.5元,增幅為8.7%,是歷來最高,預料約有6.15萬至7.55萬名打工仔受惠。委員會預計,是次調升對整體通脹增加0.1個百分點,對失業率推高0.1至0.3個百分點,影響甚微,而且均屬紀錄新低。委員會又指出,檢視最低工資水平時已考慮到中美貿易糾紛的因素。《2019年最低工資條例(修訂附表3)公告》將在本月18日刊登憲報,23日提交立法會,獲通過後於5月1日實施。

5月生效最壞情況萬人失業

雖然新修訂的最低工資對整體經濟負面影響甚微,但最低工資委員會委員、政府經濟顧問歐錫熊估計,有1390至1450間公司業績會因而轉盈為虧,特別集中於低薪行業如清潔服務、零售、保安等中小企。歐錫熊解釋,全港企業整體薪酬開支會額外增加約8億至9.3億元,幅度約為0.1%,上述行業的薪酬開支升幅為0.4%,較整體平均數高出3倍,但是根據過往經驗,增加的成本都可以轉嫁予消費者。

對打工仔就業而言,委員會按兩個情景對今年上半年經濟增長進行估算,情景一預計增長3.5%,新最低工資水平將推高失業率0.1個百分點,失業人數約為2000人;情景二預計經濟增長只有2.5%,將推高失業率0.3個百分點,涉約1萬人。

最低工資委員會主席王沛詩表示,除非經濟出現重大逆轉,否則不會引致勞工市場顯著惡化。

香港餐飲聯業協會會長黃家和稱,很多洗碗碟員工的時薪已達40元,新修訂對整體餐飲業影響不大,但會產生漣漪效應,中高層員工或須調升人工,他推算,調升最低工資後,他經營的企業員工開支增加10%,令經營成本上升,最終會轉嫁至消費者。

經濟學者關焯照認為,調升最低工資對失業率的影響不大,因市場早已消化最低工資帶來的影響,反而擔心今年外圍環境轉差,影響企業生意而要裁減員工。

最低工資水平增至37.5元,受惠的打工仔人數只有6.15萬至7.55萬,佔全港僱員總數2%至2.5%,遠低於早前預計的15.6萬人。

王沛詩解釋15.6萬人是採用統計處2017年的數據推算,而2018年數據發現很多僱員薪金都有上調,已脫離最低工資水平,因此受惠人數大減。

一年一檢待特首決定

社會不乏聲音批評委員會研究出現滯後,所訂金額落後市價,冀最低工資改為一年一檢。王沛詩稱,最低工資作用是為社會訂出下限(provide the floor),防止薪金過低,而非追市價。她續說,一年一檢在制度上而言並非不可,但屬於特首考慮的範圍。不過,王沛詩強調即使是現行的兩年一檢,時間已經非常緊湊,「要改一定唔易,但又唔係話唔得,睇吓有冇需要。」

被問到長者綜援申領年齡由60歲調高至65歲,會否變相令更多長者需工作,領最低工資長者數目因而提升,王沛詩認為長者非必然領取最低工資,工資高低視乎其經驗、能力及學歷而定。不過,她承認相關政策或令長者就業數字增加,惟現階段無數據支持。
